Discuss FDA Policy changes pertaining to Dental Mercury Fillings which is a pre-Civil War solution for decaying teeth. FDA never classified mercury fillings in the mouth thereby allowing their unchallenged use. The Food Drug & Cosmetic Act Amendment in 1976 expanded FDA rules to cover medical devices which include all dental fillings. FDA joined American Dental Association to keep mercury fillings secret by labeling them "silver fillings", thereby not informing the public that there were getting a toxic amount of mercury in their mouths. And the Dental Board worked to silence the "mercury-free" Dentists.
